Russell Balusek did a really great job at counting bands in areas across the state with some data this past fall. I don't have it in front of me right now, but the data seemed to indicate that would be a solution.
For everyone that might think, 'Less 1s,' remember it's less an issue of that versus UIL raising that 3A/4A bar so much the past decade. In my region we currently have 4 schools off the top of my head that were 5As within that time as 4As. We've gained 3 4As into 3A with this realignment in our region. (Added another one I know of in our area) The numbers of schools in the conference has grown, particularly down here.
3A's top number is almost back to the top number of 'old' 3A when ATSSB split from TMEA in the early 90s. Even when I got to the state in 2007 4A was less than 1k kids in the school...
