In the past I have gotten very creative with covering parts. I may have a wind player keep a triangle, tambourine, etc. at their chair and they alternate between their wind instrument or percussion instrument as needed. I have also had students playing the crash cymbal part on a suspended cymbal while playing the bass drum with the other hand. Other ideas include a bell kit on a stand higher than timpani have the kid play both. Maybe the snare drummer can also play triangle. I've taped two different types of mallets together (end over end) so the kid can flip while not having to set anything down.
I'm in a small school situation and have a successful program. Judges see that we are doing the best we can to portray the intent of the music and have never complained about it.
