I have had limited percussion at some places in the past and I had percussion equipment distributed around the band for wind players to assist as the opportunity arose. I used a drum set bass drum and let a wind player play it along with their part. I have had triangles, and bongo parts played by wind players. As far as the oboe and clarinet situation, most grade 1 pieces let the oboe duplicate the flute part, You could rewrite the clarinet 1 part and let one of your oboes play it. Be wise, be convicted and remember it's music and it's not supposed to be painful.
