While I understand the sentiment, I disagree with your position on “easy class 1’s” because there is such a wide discrepancy of difficulty on the various lists.
Two examples come to mind:
1) On the alto sax class 1 list, no one is going to confuse the difficulty level between Concertino da Camera (Ibert) and Adagio and Allegro (Handel). However, earning a 1 by memory on either piece will get you to TSSEC.
2) The tuba class 1 solo list is insanely difficult compared to other instruments.
If playing a class 2 by memory would get you to TSSEC, then you would have a lot more people electing to play class 2. I am not advocating for this, but it is a major factor. When building a program, and you are trying to have success with your students, these are the kinds of decisions that can have a real impact.
