Because, especially in 3A/4A world, I know a lot of directors who are on admin pay scales or even have their own pay scale. One director I know doesn't have a stipend, because he has a flat rate of x amount of money (which was 15k more than I was making with the same job at a same size high school)
Once you have been recommended, you can totally negotiate. But it's a chess game, like "well...." mentions you never know how they're gonna react unless you read people well and you think they'll play ball. And in small school world, having that conversation with the right person is important too, because every district is different. In some districts its the HS Principal, some its the superintendent...some its the asst superintendent. And one district it was the AD. If you try to have that conversation with the wrong person, there's a lot of back and forth and sometimes hurt feelings.
