You're confusing "is in charge" with "is responsible for." You're responsible for your program. You're not in charge. If you royally screw up tomorrow, the PRINCIPAL and SUPERINTENDENT will come down on you. As in, people whose job title and description show that they are in a supervisory capacity over other employees. If a principal or superintendent royally screws up, the school board can remove them. Ultimately, THEY are the ones "in charge" - but they've designated the Super and building Principal to be their "designee." That's literally how this hierarchy works.
9 times out of 10, the HBD is not a supervisor. They don't do the T-TESS evaluations of their staff. And if you are, more power to you - but you're still not someone I would want to work with. You seem more worried about your own ego than about the kids or the program as a whole. I've known a bunch people like that - they're the ones who tend to wash out of this business - not quickly, but around their 15th-20th year - because their act has worn thin in too many places and they can't get hired anymore.
