As a person who also travels a lot, asking for a SS# is pretty fishy. DL# and/or passport # I can understand. I would be cautious dealing with any travel agency asking for one. It sounds like the travel company your district is using is not very reputable.
The odd thing to me is the fact that your employer already has your SS#. They do not want to be the ones to provide it for the same reason you shouldn't.
