Except administrators will defer to the HBD when it comes to band "duties to be assigned" 999 times out of 1000. Administrators, while the final word on who gets a contract or not, will defer to the HBD regarding the work performance of the ABD(s) 999 times out of 1000, and base their decision on the HBD's opinion.
