Short answer, you won't find it forbidden in any rule, so it is allowed at UIL.

Longer answer: Absolutely allowed! We have our kids leave them on the stands (Clip them to stand) connected to their instrument. It's an invaluable tool to help monitor intonation in spaces that are not their normal playing location. Just make sure you just keep doing whatever you do normally is my opinion!
