Time will tell if they have anyone disregard those requirements (happened before with level 3), but I read it the same as you do. The Level 3 really corresponds with the old Level 1. With my HS group we read enough music that I don't really practice the sight-reading game as often, but I'll probably still stick with an old Level 3 just for practice.

For our JH my assistant dug through the information on the past pieces we haven't purchased and bought five pieces that line up better from the more recent past. (Hadn't really updated our sight-reading folders in a while)

Given everything our programs have been through I'm grateful to see some understanding of that in the criteria's, but I think it probably needs some more tweaking. Hopefully this doesn't come back to bite me, but I think the Level 3 requirements are too low for a 3A HS.
