Re: School Vouchers
Was about to reference the same thing. HISD schools at 1/3rd capacity because they have been abject failures so long but stay open due to the 'community' and people like the worst boss in congress scream about how it is important for the community that these schools remain open. Meanwhile the charter and private systems build bigger and bigger campuses (Harmony, KIPP). Are vouchers the solution - I don't know. But what we are doing has some major problems. My question about the voucher concept has always been, can the receiving school say, No?
