Ask your region secretary. They vary wildly.

I asked mine about a piece last year. Secretary responded with a no. I don't usually press but I asked again and included evidence of this piece being performed as a march in our own region as well as others. It was followed up immediately with an email to the whole region on what the definition of a march is.
