Would that be the same approach if the school was large and well-stocked with instruments? We either need to allow all groups substitutions or allow none.

Then again, UIL CSR has no advancement so is it really a big deal? No.

Still: what would you think about a group that only has 20 flutes? Are the substitutes for the other instruments still allowable?

The line probably isn't here at the chime-or-bells debate. But it certainly is a slippery slope.
