Band size won't work. There was an time when a group of very successful programs marched a very select competition band. Or did somehow all of the sections just happen to be in multiples of three...? At least one just marched 11/12 grades.

More regulation (government) always leads to unintended consequences. It is a system with flaws, and some have to work harder and catch more breaks to succeed at the highest levels. Efforts to make things easier for those in the long run usually have the opposite effect.
