You should read up on the August 1 rule as it only pertains to the *marching* part of the program. You can practice music all summer if you are so inclined. If that school you alluded to was doing any *drill* for the show, voluntary or not, that's a violation. If they were just doing fundamentals, once they went over 10 hours, voluntary or not, that's a violation. If you are so sure of what went on, perhaps you should report them.
