Because good teaching will out. If the teachers of rich programs are good teachers, their Title 1 schools and students will still be successful, and will become more so over time. Bad teachers can easily run a successful program into the ground.

It simply comes down to this.

TEACH.

Not all teachers at Title 1 schools are good. Not all teachers at affluent schools are bad. Nor is the inverse of either true.
