Lots of military bands make SMC in class A-2A-3A-4A that use precisely those criteria.

If you mean corps bands, TBF, show me the bands that work with stock arrangements and director writing the drill that consistently make first divisions at regional competitions.

Or that make finals at any invitational marching contests.

It's not like they're only being shut out at Area/State. They aren't competitive PERIOD.
