Interesting Thread......... Here is a different point of view. Let's take all the rich school directors and swap them with Title I school directors.

Lets see how well the experiment works.

I predicted the rich school will still out play and march the Title 1 school.

The rich will keep getting richer with less effort. True teaching that is not bought with money is in Title 1 schools.
