No...it is a simple question...how will the rule get policed to ensure compliance? You need to know how it is going to be enforced so that you can...you know...enforce it. Has NotHinG to do with wanting to enforce it or not.

So far, all we've heard is "we need this", yet nobody has offered a suggestion to ensure compliance.
