Regulating how much money is being spent on Marching Band would be too difficult. You can go a couple of different directions:

Get a job at another school that is more competitive (if you can't beat them join them)

Move to another state that doesn't emphasize marching as much as Texas.

Stay where you're at and do your best with whatcha got.
