Sure...we can pass a budget cap. Now try to enforce it. That would be similar to the 8 hour rule, or NP/NP...it's only enforced when someone calls in with a complaint. Of course, you can have UIL audit everyone's books, but how long will that take? Will that be done by Region Marching Contest, or do you plan on DQing people ex-post-facto? Are you going to audit just the school budget, or are you going to audit the boosters as well? How many people will UIL have to hire on in order for this to be done to your satisfaction, and how much will that raise entry fees in order to pay for all those extra people?
