As far as inconsistency goes It is all a matter of a degree of subjectivity and you will not eliminate that in any system. The best system, many we argue about, was the Olympic scoring system—five judges toss the high and low—it works, but the criticism is it was to “global” judges had to look at everything. We have moved towards the BOA/DCI system and those two have a degree of arbitrariness that might cause one to think twice. So there is not perfect system and each system used, or tried will always encounter criticism of some sort
