This might sound harsh, but the reasons given don't seem that bad (BP level that I would be thrilled to get to WITH meds, "weak ligaments", vision problems in one eye sort of thing)
For context I totally get the kids with serious heart/knee/other problems not getting cleared. I'm really not a fan of pushing kids when they shouldn't be. We're also a smaller school that doesn't do anything particularly far out with our techniques or tempos.
A few years ago we had a kid cleared who was morbidly obese, severely diabetic, and had all the health issues that come with those conditions. He struggled, but did fine.
