Think about what you want from them. It was me, I'd make a short list (I like lists).
Then find some parents you really feel you can trust and talk them into being the first officers; president, treasurer and secretary at least. Simply appoint them as being the temporary (one year?) officers with the plan of electing officers at the end of this year. Put that on paper.
The first meeting would be to draft by laws. In fact, I suggest a not-quite-secret meeting with those temporary officers to draft one, then present it for a discussion and vote at the first (well-publicized) meeting.
