Reach out to an elementary music teacher for suggestions or direction. Is your district willing allocate funds for curriculum? No need to reinvent the wheel. Also, multi media can be a great tool if hands on activities aren’t an option.

Philosophy, you must decide either to steer them to band or just spark an interest music. Not suggesting that’s it’s either or, just food for thought.
