In my district the driver that was on the bus at 5 AM was finishing up their morning around 10, (high school route followed by MS route followed by elementary route). Assuming they didn't have to do any shuttles or during the day field trips they had a few hours off before they were back on the bus at 1 PM because routes started at 1:30, (a few earlier if they had a SPED route). Those routes didn't usually finish until 5:30 when they would pick up the band standing on the sidewalk waiting to get to the game so no, the drivers did not have a full hours of downtime. They have prep work to get the bus ready to go too. They not only have to commute to the barn but also to the school from there so you can show up 20 minutes before school starts but they have a secondary travel time to their starting point after they leave the barn or at the end of the day leave their last school to get back to the barn.
