If someone doesn't have a CDL and it was not an original requirement to be hired, you can not single out an assistant band director out of many, and force that person to pass a CDL to drive an 18 wheeler. I'm sorry, but it's not an "extra duty as assigned" since it requires a certain level of unrelated training that is not part of the music degree.
