To me it looks like the "Board" was not actively seeking adequate support from enough kingpins/"movers and shakers" in the community--they didn't "hustle".
Toyota, Holt Caterpiller, etc. for example. The car dealership titans such as Ancira, Red McCombs, Cavendar had the resources to provide funding for a number of facilities and programs (Red McCombs School of Business at UT, Ancira Tower at University off the Incarnate Word, for example). Were they (and many others) approached and was the attempt made to convince them that the arts are just as important as building the Gayle and Tom Benson Stadium?
It wasn't the symphony members job to go out and secure new and increased funding for the organization. They showcase their amazing talents at performances, while the Society should have showcased an amazing talent to secure and keep funding. It's obvious which side failed.
