I think it's a combination of people stayed in subpar jobs during the pandemic for the sake of hanging onto employment, and are now looking to move on to better situations. The other groups are people who decided enough is enough and are retiring, or leaving the profession.

I'm finishing year 17, and this is the hardest year I've ever had as a director. I think the exodus probably won't stop anytime soon, as nothing problem wise will be solved overnight. Unfortunately kids/schools/staff/bands have some problems that will be sticking around for a while.
