hiring woes

I'm really struggling with finding a replacement for my assistant who is moving out of state. I really don't understand what gives. I'm leading a stable program with great support and opportunity and in a great area at that. Pay is pretty OK, beginning teachers would make about 58K with the stipend. Relaxed and supportive atmosphere. 4A, shared responsibilities, 2 beginner classes, 2 high school, 2 junior high. 3 directors on staff + a guard/secretary I have offered this position twice and it has been turned down both times. There are no obvious red flags. I feel that most teachers would be breaking down the door to get in. Honor Band finalist, OPS finalist, SMBC consecutively etc. Are people just going for easier jobs?
