Think of it this way.

You may have "your guy" - but what if "your guy" backs out at the last minute? Or if there's another vacancy in your district? Or what if something unspeakable happens between hiring "your guy" and the start of the year - car accident, allegations of improper conduct, etc?

Districts want a wide pool of candidates for future reference.
