Chances are, even if they have a good candidate in mind, they still want to see if there is someone better out there.
Unfortunately, a lot of districts have an over-inflated sense of the talent they are likely to attract. Others, however, especially in the band world, are considered "ideal" situations (typically from the outside) that are hardly at a loss for hiring candidates.
I check the job boards lately more out of curiosity than actually searching for something new. It's still not too much trouble to do a little research on postings that look interesting.
