I can tell by the sound. If it's excessively thin or reedy and it's not an old reed. If it doesn't take much air to get a sound. If the clarinet is pushed in all the way and the embouchure is good but they're still really flat. If they can't get the higher notes out or the high notes are very flat. A soft reed can't vibrate fast enough to get the high notes.
