Because too many hire their friends or friends of friends of friends, etc. Never mind actually taking the time to hire people based solely on merit. As long as it's someone "you know." Well, friends and business rarely mix well, so hence the constant openings and possibly destroyed friendships. Not saying it's all the time and not saying hiring friends never works.
