I've been to SMC, and State OPS (more than once) before...and by then I thought I had the stroke to try to negotiate if I thought it prudent.
Tried it twice. First time, the salary wasn't bad, but I felt that I would need another $2K in order to take care of the rise in the cost of living. So, when that Sup. asked me, "We want you here. What would it take to get you here?", I told him. Never heard back from him.
Second time with my current district. Similar circumstances. When the Sup. asked, I again asked for $2K more. He called back, and said that he would give me $4K more if I agreed to a 12 month contract. I signed the next day.
Long story longer...sure, you can try to negotiate...but don't be surprised if it blows up in your face.
