My solution is this. All scholarships are for five years, fully guaranteed, full tuition. If you don't graduate, you pay the full amount back. Universities split NIL money 50/50 with players to help pay for these scholarships, and to incentivize getting the best deals for players.

Needs to be some tweaking and allowances for non-revenue sports, but it's a starting point.
