Lame response. Making sure your staff is following your decisions/instructions regarding the program is not being dictatorial...it is the HD's burden to ensure that the program is being successful however that metric is being measured. If the staff is not able, or unwilling to carry out their responsibilities under the parameters the HD sets, then the staff doesn't need to have "independence".
