You can put a mediocre teacher in front of supported kids with good parents and get 1s. This happens regularly.
You can put an amalgamation of Dr. Tim and Eugene Corporon in front of kids without parental support and your program will struggle.
Without good SES (and parent support that comes with it) literally nothing else matters.
