I'm in a similar situation, just on the other end. No tuba, two trombones, two percussion and a 3C band. We are looking at combining the first and second band, but it doesn't help the tuba issue (only one tuba who is in the third band band and won't play. Literally. He won't even try. I've even gone so far as writing the fingerings in the music and he won't even push the valves down). It will bolster the percussion (it will add three that really can't keep a beat) but it will drastically overbalance the band towards the woodwinds (there will only be four low brass - all trombones). We are considering not going to C&SR (for the second year in a row), but I need to convince the HS band director to trust me that this is the best move.
It hurts me to think that we went from a band that was one week from going to C&SR in 2020 and playing and sightreading well enough to get a sweepstakes, to having to play beginner band music for our winter concert and consider not going to contest for the first time ever.
