That's one of the reasons I liked many of the marching competitions that broke classifications on the size of the band and not the size of the school.
In the Houston area you take a small 6 and run them against those Cy Fair schools or North Shore or the Woodlands and they have double the kids on campus? Yet somehow the bands and volleyball kids and football players are supposed to be level? Let the 10% rule be your guide and you realize quickly things are not the same. And no, I don't believe everything has to be exactly equal but no matter how good the 150 piece band is it won't win head to head against 250 kids on the field, (especially when that 150 has everyone that can breathe and that 250 has another 40 sitting on the sideline because they can keep the not-ready marchers and the rehearsal no-shows on the sideline).
