I was once in a similar situation with 55 second band 7th graders. I changed the seating for the serial rule breakers. I put a chair to the left, right and directly in front of the podium. It helped. I also put extra chairs in the front row but with about 2 or 3 chair spaces away from the other student and sat them right in front and closer to me. An aisle down the middle helps too. And what someone already said about holding them after class. I kept a note pad with their name and when they acted out I made sure they saw me “‘marking” next to their name and made them stay that long, let parents know how many times they disrupted class. Even incited a parent to come sit Neftalí to their kid in class once. If the entire (or most) class was bad they packed up their instruments and wrote the class rules. I was a first year director who also had a head that would not help and also dreaded that class.
