For the same reason that bad teachers get to stick around. This doesn't answer your question about why educators make bad leaders at times but you can't get rid of them once you figure out they are bad. That whole growth plan stuff that teachers love to use to keep themselves a job is also what a principal can use to stay in a position for 2 or 3 years even if they have bad scores and bad teacher retention. Someone that owns or runs a business that is bad costs money and they don't have to keep them. There is no growth plan for a manager that can't run a business, (unless it's their own private business and at some point the money runs out and the business closes). Bad education leadership is still costing kids an education at times but it's much harder to see that "cost" than when a business loses $$ every month or every quarter.
Double edged sword. Teachers like the insurance they can't be fired so they get to deal with Admin that have the same insurance....
