I've had several really small/short tubas over the years. Our current sousaphone section leader struggled badly her first year marching, and made some improvements last year as a sophomore. Part of it has to do sometimes with how they're holding it I think. (She's 5', I've had a 4'8, and 4'9 players in the last seven years - lots of short students in my groups!) What you might want to do is give it some time and hold that idea in reserve. It's still only August, but by October she may have it figured out.
I saw the cast idea below, but a knee brace around a leg can also work in a pinch... I would also re-write the tubas to where maybe they don't have that many crazy moves? Just play tetris with them on the backside of the field if you're concerned about them being too stationary.
I will say that under the new guidelines if you're trying to be highly competitive I think the rubric leaves you room to ding you on just having one person stand there the whole time. And, unfortunately we can't give our life stories to the judges.
