The hardest thing about teaching in a small school is that you put a lot in to it and it does not always pan out each year. I spent 9 years in a small school and ended up needing a scene change because I was putting in too much of my time and still fighting the same fights with radically different faculties year after year (the district was used as a stepping stone by most teachers).
You may only need a scene change - another small school or maybe a jump up to a large district where you are a small cog in the machine. You may just need to wait another year - as always, don't burn bridges if possible.
