Any tips on motivating unmotivated high school students?

Been teaching for four years now. It's been a constant problem since I started at my school, but the band student culture is very lazy and self defeating. I personally teach about 40 to 50 woodwinds, and I have about 6 or so that really want to get better and improve their sections. The rest treat the band as a joke. It's a problem that permeates throughout the whole band (with the exceptions of a few students here and there). Many "we suck", "we can't play that", "nobody will ever be that good" kind of comments when it comes to learning TMEA, marching drill, and even just warm ups. I teach note by note, play along on every instrument, play YouTube videos, change rhythms, and dumb down technical sections in music and it makes no difference. Tired of trying to find a way to combat this. Is this a problem at every school and I'm just taking this personally? Is there anybody out there having similar problems with tips on how to turn this attitudes around?
