Re: Stipend Vs. Days
No, they cannot require you to report before the start of your contract, stipend or not. Our district went from extra days to stipend for non-administrative positions a few years ago. In the letter is specifically stated that by law, we could not be required to work outside of our contract start and end dates without further compensation dedicated to that one event (such as curriculum writing, summer school, etc). Band and athletics were specifically focused on by stating that supervisors (AD, head coach, head band director) could not require any other faculty member to report to campus before the start of their contract. They also could not be punished for not attending any events before the start of their contract. It didn't state what the stipend was specifically for, but it did state that it was compensation for any work or activities that fall outside of the not normal expectations for regular teaching duties. One would assume this included summer band and summer athletics but it was careful not to mention those activities specifically.
On a side note, while I miss the extra pay days gave me, I like being able to set my own before and after contract day work. Used to, I'd have to spend two weeks before in-service and two weeks after school ended doing stuff that would really take about two days. Now, my assistant and I leave when the other teachers do and come in about two days before new teachers start and get the band hall set up and some first week of school copying done.
