How to get a foot in the door.

I have been a high school assistant for double digit years. Through this time I have had much success and over achieved in various aspects of band from marching, concert and sight-reading and in jazz. I LOVE being an assistant and have truly embraced that role as a strength and would like to continue being just that. The problem is that all of the programs I have been a part of always had a problem with numbers being too low. When I put my resume out there and apply, I believe that my accomplishments are enough but it's not. I have yet to get a call let alone an interview. At this point in my career, I am not looking for a ready made situation. Building situations is what I love to do but not when the ceiling is too low. What are some suggestions? How do I make my resume standout with my experience and accomplishments? Is it truly who you know and not what you know?
