What you need to do is document, document, document - and go over the HBD's head to their evaluator. Tell them exactly what's going on, and how the HBD isn't fulfilling their job duties.
Know that this will get you retaliated against by the HBD. How much you want to fight against that retaliation is up to you. There are plenty of 100% legal ways that a HBD can make your life miserable and make you want to quit your job.
Also know that if word gets around, you may get the reputation of "sabotaging your HBD" or "being hard to work with" and that could negatively impact your career.
Your other option is to air up the tires and move on.
There is no real resolution to this situation that involves you keeping your job and your HBD "shaping up" - unless you can prove malfeasance on the part of the HBD, which would get them removed.
