I would refrain from putting points in the system based on an outside source they have no control over. What if your district still applies NP/NP to a performance? Or the judge has a bad day? Or your only Tuba player is ill the day of UIL and the rating drops because of balance? Region and such are individual activities and thus the student has more control over that. And I would make the participation side of it the heavier weight. 200 Clarinets show up to audition and they have to be top 30? That's tough. A bonus point if they are maybe but for sure points for making the audition.
Points for participation in UIL Concert and SR but I would leave the results out of it. As small said, the kid should earn it by senior year doing the bare minimum participation in UIL events only. The bonus points should be there to earn it as a sophomore or Junior, (personally I think the kids should be able to easily earn it by the beginning of their Junior year and then are walking advertisement for your program for 2 years. Plus they are so dang expensive as a parent that getting it midway through the senior year is irritating and not cost effective.
