Sightreading confusion

So what level sightreading does a varsity 3A play? I happen to be looking at the instrumentation and noticed UIL has 3A doing level 2 on the "Band Sightreading Instrumentation" and level 3 under the "Band Sightreading Criteria." Am I missing something?
